The Kpone Katamanso Municipal Assembly in the Greater Accra region has generated GH¢25 million in internally generated funds (IGF) as of September 2026, earning commendation from Parliament’s Local Government and Rural Development Committee.
The figure represents more than 80 per cent of the Assembly’s GH¢30 million annual IGF target, putting it on course to surpass its 2026 revenue target if the current mobilisation trend is sustained.
The commendation was made on Monday, October 5, 2026, when the Assembly appeared before the Committee during a public hearing on the 2025 annual statements of the Audit Committees of the Ministry of Local Government, Chieftaincy and Religious Affairs, Regional Coordinating Councils and Metropolitan, Municipal and District Assemblies (MMDAs).
Chairperson of the Committee, Queenstar Pokuah Sawyerr, urged the Assembly to sustain its revenue mobilisation efforts and build on the progress recorded.
The chairperson’s remarks follows an observation made by MP for Guan and member of the committee, Fred Agbenyo on the remarkable exploits the assembly is making reflecting in ita revenue generation.
The Assembly’s performance comes at a time when the rapidly growing municipality continues to grapple with infrastructure challenges, particularly roads and water, making internally generated revenue an important source of funding for local development.
The Municipal Chief Executive (MCE), Samuel Tetteh Kwarshie, said the Assembly’s improved revenue mobilisation would strengthen its capacity to respond to the development needs of residents.
He said although the municipality could not yet boast of major good roads, efforts were underway to engage five contractors to undertake road projects in the area, with support from the government, the President and the sector Minister.
According to him, priority would be given to roads that would improve accessibility and ease traffic congestion on major routes.
Mr Kwarshie said the recognition from Parliament would motivate the Assembly to improve further rather than become complacent.
> “The commendation given to us will not make our heads swell. It has rather opened the gate for us to challenge ourselves more and come out with the best for our municipality,” he said.
He attributed the improved IGF performance to adherence to professional advice and directives, coupled with the commitment of staff to their responsibilities.
“Just paying attention to wise counsel and directives. My men are also committed to the task and everybody is on top of what he or she is expected to do,” he said.
Mr Kwarshie identified building permits as one of the major sources of the Assembly’s IGF, noting that the municipality’s rapid development had created opportunities for increased revenue mobilisation.
He said the Assembly had also begun updating its database on existing properties following advice from the Parliamentary Committee.
“The committee advised us the last time that we should get experts to update our data on existing properties, which we’ve started. So I am sure, ending into next year, we will be able to mobilize more because we are sticking to their good counsel,” he said.
The MCE said the Assembly mobilised slightly more than GH¢24 million in 2025 but had already exceeded that amount by September 2026.
“As at December last year, what we were able to mobilize was a little above GH¢24 million. But as at end of September, we’ve mobilized a little above GH¢25 million,” he said.
The increase, he said, demonstrated the municipality’s potential to generate more revenue through improved property data, valuation and effective monitoring of revenue collection.
Mr Kwarshie said the municipality’s growing population and infrastructure demands made stronger IGF mobilisation essential to supplement central government support.
He pledged to strengthen the work of the Assembly’s Audit Committee and ensure strict compliance with financial and administrative procedures to minimise audit infractions.
“It is first and foremost my aim that we give good room to our audit committee and make sure we go according to all the processes that need to be followed, so that, just like has been said, we will not be getting audit infractions,” he said.
He also pledged to deepen delegation and monitoring within the Assembly to ensure officials remained focused on their responsibilities and delivered the required results.
On infrastructure, Mr Kwarshie acknowledged the municipality’s challenges, particularly in roads and water.
He said the planned deployment of five contractors would help improve connectivity and ease pressure on major routes, while the Assembly would continue engaging Parliament and other stakeholders to address water challenges.
He expressed confidence that improved revenue mobilisation, combined with central government support and partnerships, would provide the resources needed to accelerate development in Kpone Katamanso.
The MCE said management would remain focused on increasing revenue, strengthening accountability and ensuring that available resources translated into tangible development for residents.
