Ghana’s natural resources landscape is poised for a significant transformation in the second half of 2026 as the Second Session of the Ninth Parliament enters its Second Meeting from today May 21.
The House is expected to consider a comprehensive suite of reforms aimed at modernizing land administration and mineral resource management.
NR NEWS sources have revealed that, the Ministry of Lands and Natural Resources has outlined an ambitious legislative roadmap designed to tighten regulatory oversight and boost industrial transparency.
New Bills
The sector Minister, Emmanuel Armah-Kofi Buah is expected to present two cornerstone pieces of legislation within the first two weeks of Parliament’s resumption, as the Ministry intensifies efforts to receive prompt cabinet approvals.
The first bill expected is the Minerals and Mining Bill, 2026, which aims at updating the framework governing Ghana’s vast mineral wealth.
Additionally, Mr Buah is also expected to lay the Surveying Council Bill, 2026 to ensure professionalization and effective regulation of the land surveying sub-sector.
These bills are slated for presentation within the first two weeks of Parliament’s resumption, as the Ministry works to finalize Cabinet approvals on a case-by-case basis.
Strengthening Regulatory Frameworks
Beyond the bills, the minister is also expected to lay some critical Legislative Instruments (LIs) to provide clear operational guidelines for existing laws.
Key regulations expected to be laid before the House include:
The Land Regulations, 2026, Wildlife Resources Management Regulations, 2026 and the Ghana Geological Survey Authority (Geological Information and Licensing Agreements) Regulations, 2026.
These LIs are expected to ensure practical application of recent land reforms, ensure sustainable preservation of Ghana’s biodiversity and safeguard minerals data for the country respectively.
Ratifications of Leases
The Lands and Natural Resources minister is expected to seek parliamentary ratification for four Bauxite Mining Leases and several high-profile mining agreements and support services including Perseus Mining Ghana Limited.
The rest are Golden Star (Wassa) Limited, Maripoma Mining Services Limited, Zogok Gold Limited, Clean Jobs Ghana, TMC Limited, GM Group of Companies, and Gadriator Group of Companies.
Hon Buah is also expected to introduce a revised Minerals and Mining Policy and the National Geospatial Policy to Parliament.
