Takoradi, the heart of Ghana’s oil and gas industry, is hosting the 2025 Local Content Conference and Exhibition (LCCE), under the auspices of the Petroleum Commission of Ghana to redefine the country’s petroleum development strategy in line with the global energy transition agenda.
The three-day (November 4-6), 2025) knowledge-sharing event, themed “Revitalising Ghana’s Petroleum Exploration and Production Sector: Driving Innovation and Redefining Local Content for a Competitive Energy Economy,” brings together key stakeholders from government, international oil companies, academia, civil society, and the private sector.
Minister for Energy and Green Transition, John Abdulai Jinapor, is scheduled to deliver the keynote address to formally open the conference, which will explore new approaches to stimulate investment, innovation, and sustainable local participation in Ghana’s upstream petroleum sector.
Acting Chief Executive Officer of the Petroleum Commission, Ms. Emeafa Hardcastle, is expected to highlight expectations of the conference and the Commission’s commitment to creating a platform for dialogue that fosters growth, investment, and inclusivity within the oil and gas value chain.
Shaping the Future of Local Content
The 2025 LCCE seeks to set a visionary roadmap for Ghana’s upstream petroleum industry, promote collaboration among policy leaders and investors, and provide practical solutions to financing and capacity gaps affecting local businesses.

Who’s Coming
Key industry figures expected at the event include Judith Adjobah Blay, CEO of Ghana Gas; Maurizio Pinna, MD of ENI Ghana; Jean-Medard Madama, MD of Tullow Ghana; and Kwame Ntow Amoah, CEO of GNPC.
They will be joined by regional experts such as Engr. Austin Uzoka of Nigeria’s Content Development Board and Mansata M. Darboe from The Gambia’s Ministry of Petroleum, Energy and Mines.
The conference also features an exhibition of Ghanaian and international oil and gas firms, as well as a Business-to-Business (B2B) networking platform aimed at promoting partnerships and investment opportunities.
Looking Ahead
According to the organisers, the LCCE will culminate in a Procurement and Investment Day on Thursday, where major upstream operators including Tullow Ghana, ENI, GNPC, Halliburton, and MODEC will outline upcoming projects and local participation opportunities.
The event is expected to produce actionable policy recommendations, promote sustainable partnerships, and strengthen capacity building for indigenous businesses across the energy value chain.
As Takoradi comes alive for the conference, expectations are high that this year’s edition will set the tone for Ghana’s next phase of petroleum development—anchored on innovation, resilience, and a just energy transition.
