Energy, Climate Change and Governance Top on Agenda as German President Visits Ghana

Energy transition, climate change, and governance issues will dominate discussions this week as German President Frank-Walter Steinmeier arrives in Ghana on Sunday, November 2, 2025, for a three-day state visit aimed at deepening cooperation on sustainable development and democratic governance.

The visit, the first by a German Head of State since Ghana’s return to constitutional rule underscores the growing importance both nations place on their partnership at a time of global environmental and economic transformation.

It reaffirms a relationship anchored in mutual trust, shared democratic values, and sustainable development goals.

Talks Focused on Energy, Climate and Good Governance

An official statement from the Office of the President said formal engagements will begin on Monday, November 3, with a Guard of Honour at Jubilee House, followed by bilateral talks between President John Dramani Mahama and his German counterpart.

The discussions will centre on renewable energy, climate adaptation, youth employment, and good governance, reflecting the two countries’ shared commitment to climate action and equitable growth.

President Steinmeier and President Mahama are also expected to explore trade and technology cooperation and review progress on ongoing projects under the G20 Compact with Africa, which promotes private investment and job creation.

A State Luncheon at the Presidential Banquet Hall will crown the day’s events, followed by the German President’s visit to the Kwame Nkrumah Memorial Park, where he will lay a wreath in honour of Ghana’s founding leader.

Driving Sustainable Partnership

Germany remains one of Ghana’s strongest development partners, with longstanding support for projects in energy transition, vocational training, local governance, and digital innovation.

Through the GIZ, KfW, and DEG, Germany supports programmes that enhance renewable energy capacity, boost private sector competitiveness, and promote good governance at the local level.

At intergovernmental talks in Berlin in 2023, Germany committed €149.7 million in new assistance to Ghana — including funding under the “Decent Work for a Just Transition” initiative to promote green jobs and equitable transformation.

Germany also continues to be the largest supporter of the Kofi Annan International Peacekeeping Training Centre (KAIPTC) in Accra, underscoring its strong role in peace and security cooperation across Africa.

Trade and Climate Diplomacy

Economic cooperation between Ghana and Germany has expanded under the G20 Compact with Africa, initiated during Germany’s G20 presidency in 2017.

In 2023, bilateral trade reached nearly €500 million, with machinery, chemicals, and foodstuffs among Germany’s exports, and Ghana supplying agricultural commodities and raw materials.

Beyond trade, the partnership increasingly reflects climate diplomacy and energy innovation, as both countries work toward carbon neutrality and sustainable industrial growth.

President Mahama, who attended the Munich Security Conference earlier this year as Chair of the Tana Forum, reaffirmed Ghana’s commitment to deepening cooperation with Germany on sustainable resource governance and clean energy transition.

People-to-People Collaboration

Ghana–Germany relations extend beyond government channels. The DAAD supports over 60 university partnerships, while the Goethe-Institut Accra serves as a hub for cultural and educational exchange.

German political foundations — the Friedrich-Ebert-Stiftung (FES) and Konrad-Adenauer-Stiftung (KAS) — continue to promote democratic governance and civic engagement.

In the private sector, the Delegation of German Industry and Commerce and Germany Trade and Invest link German companies to Ghana’s emerging markets in renewable energy, manufacturing, and technology.

A Statesman for Dialogue and Sustainability

President Frank-Walter Steinmeier, one of Europe’s most respected statesmen, has built his career around diplomacy, democratic dialogue, and social justice.

Re-elected in 2022, his presidency focuses on strengthening democratic resilience, civic engagement, and sustainability. His Forum Bellevue on the Transformation of Society initiative promotes debate on global challenges such as climate change, technology, and education issues central to Ghana’s policy agenda.

A Shared Vision for a Green Future

As President Steinmeier meets Ghana’s leaders, youth, and innovators, his visit symbolizes a partnership that looks beyond aid—toward joint solutions for energy transition, governance reform, and climate resilience.
