Parliament Reignites Anti-LGBTQ+ Bill Debate with High-Stakes Stakeholder Talks

Ghana’s Parliament has resumed national deliberations on the controversial Human Sexual Rights and Family Values Bill, 2025, with a two-day stakeholder engagement aimed at shaping the future of one of the country’s most debated pieces of legislation.

The Constitutional and Legal Affairs Committee of the House is hosting the consultations at the Fiesta Royale Hotel which is expected to, bring together legal experts, civil society organisations, religious bodies, and other interest groups to provide input into the reintroduced bill, widely referred to as the anti-LGBTQ+ Bill.

The latest engagement marks a critical step in Parliament’s reconsideration of the proposed law, which seeks to criminalise LGBTQ+ activities, including same-sex relationships and advocacy. Lawmakers say the consultations are intended to ensure broader national participation and address legal and constitutional concerns that have previously stalled the bill.

The 8th Parliament passed the Bill, but then-President Nana Addo Dankwa Akufo-Addo declined to assent to it, causing it to lapse with the dissolution of Parliament.

The 9th Parliament is expected to reconsider and potentially pass the Bill again, with the current President indicating his readiness to assent to it once approved.
