Adamus Resources Manager Admits Violations, Community Backs Revocation – Emmanuel Anyimah

The Deputy Chief Executive Officer of the Minerals Commission, Emmanuel Kwabena Anyimah, has detailed how sustained regulatory breaches and internal admissions by management led to the revocation of the mining lease of Adamus Resources Limited.
Speaking in an interview on GTV on Wednesday, April 29, 2026, Mr. Anyimah said the decision was based on a pattern of violations over time rather than a single offence.
Central to the case, he revealed, was the unauthorised assignment of part of the company’s concession to a third-party contractor without notifying the Minerals Commission, in direct breach of the Minerals and Mining Act, 2006 (Act 703).
He explained that under Ghana’s mining regime, companies granted leases are required to operate strictly within designated areas defined by operating permits issued by the Chief Inspector of Mines. Any movement outside these areas or assignment of rights to another party must be formally communicated to the regulator.
“That process was not followed,” he stated.
Mr. Anyimah further disclosed that during investigations conducted by the Commission’s inspectorate division, the General Manager of Adamus admitted the breaches on record.
“He acknowledged that they did not follow the procedure and even suggested possible remedies. That admission forms part of our report,” he said.
He likened the development to a legal proceeding where an admission effectively concludes the fact-finding phase, paving the way for enforcement action.
The Deputy CEO also dismissed claims that the company was denied a fair hearing, explaining that the investigative engagements constituted due process.
Beyond regulatory considerations, he noted that the revocation has been welcomed by local communities who had long raised concerns over the company’s operations.
“The chiefs and the people in the area are happy. They have been affected for years,” he said, adding that the decision reflects both legal enforcement and responsiveness to community grievances.
He maintained that the revocation followed a transparent and structured process involving investigations, engagements, and formal recommendations to the Minister.
