Fuel Stations to Double as EV Charging Hubs Under New EPA-Energy Commission Plan

Ghana’s transition to electric vehicles is moving from policy talk to practical rollout, as the National Petroleum Authority (NPA) deepens collaboration with the Energy Commission to develop a coordinated and standardised deployment framework.

Speaking to fellows of the Africa Extractives Media Fellowship (AEMF) in Accra, NPA’s Director of Business Development, Godwin Yaw Konu, said the shift to EVs is inevitable and Ghana must position itself to manage it effectively.

“What we are seeking to do is to ensure that EV is adopted because EV is here to stay,” he stated, signalling regulatory readiness to align with global mobility trends.

A central pillar of the strategy is to convert existing fuel retail outlets into multi-energy hubs, enabling filling stations to serve both conventional fuel vehicles and electric cars. Rather than constructing entirely new infrastructure, regulators plan to leverage established service stations as charging points.

The approach is expected to reduce rollout costs, utilise familiar locations for motorists, and allow a gradual transition without disrupting Ghana’s petroleum supply chain. For consumers, it could mean convenient access to charging ports at neighbourhood fuel stations—lowering barriers to EV ownership.

Beyond infrastructure, both regulators are prioritising standardisation to prevent a fragmented market. Discussions are focused on charging specifications, safety protocols, tariff structures, operational guidelines, and integration into Ghana’s broader energy mix.

“We are in talks with the Energy Commission to ensure that there is standardization, there is cooperation between them and us as to how it should be deployed,” Mr Konu noted.

The coordinated framework, officials say, is designed to ensure consumer protection, equipment reliability, fair pricing, and a smooth national transition to electric mobility.
