24-Hour Economy: PPA Act to be amended to enhance local manufacturing

The John Dramani Mahama led National Democratic Congresss (NDC) government has announced proposed amendment of the Public Procurement Authority (PPA) Act to legislate the purchase of made-in-Ghana goods and enhance local manufacturing as part of its 24-hour economy policy.

Addressing lawmakers on the flagship 24-hour economy policy at the 2025 Post-Budget Workshop in Parliament House, Presidential Advisor on the policy, Goosie Tanoh, stated that the initiative aims to support transformation in the manufacturing sector while promoting local consumption.

“Other components of the 24-hour economy is a programme called Go Ghana. And that Go Ghana is basically a mobilisation programme where every Ghanaian who cares about their community, about the country, will give in their effort to be able to do whether it’s environmental sanitation, but also buying made in Ghana goods.

“So the only way to institutionalise it is look at the PPA law and see how we can offer a guaranteed offtake for local manufacturing and local content so we can grow our economies, learn from the Asian tigers who made it a priority to buy their own goods, and today look at where they are and how everybody compares us to them,” Tanoh stated.

He added that although the policy would be private sector driven, the government will seek minimal funding in the mid-year budget review.

He also revealed that a team of legal experts, many working pro bono, has been engaged to review laws such as the Ghana Investment Promotion Centre (GIPC) Act, the Public Procurement Act (PPA), and local government bylaws. The amendments, he noted, will prioritize local content and ensure that Ghanaian businesses benefit from government procurement policies.

Mr Tanoh indicated that a key initiative under this economic strategy is the Go Ghana Program, designed to promote locally made goods and services.

“We need to institutionalize this through amendments to the PPA Act, ensuring that local manufacturers and content producers receive guaranteed government support. This is how we grow our industries—learning from the Asian Tigers, who prioritized their local products and are now global economic powerhouses,” he explained.
