Ghana has officially stepped into a new era of institutional-grade digital finance following the passage of the Virtual Asset Service Providers (VASP) Bill in December 2025, according to Dr. Abed-Nego Azumah Bandim, Chair of Parliament’s Select Committee on Communications.
Speaking at the Future of Finance Dialogues and Ghana Virtual Assets Playbook Launch in Accra, Dr. Bandim who is also the Member of Parliament (MP) for Bunkpurugu said the new law removes Ghana from the regulatory grey zone, providing long-awaited legal certainty for innovators, investors, and regulators in the country’s fast-growing digital finance sector.
“Digital finance is no longer emerging; it is already embedded in how Ghanaians save, transact, remit, borrow, and invest,” Dr. Bandim noted. He emphasized that while the rapid growth of digital finance creates enormous opportunities, it also places a heavy responsibility on policymakers to protect citizens, promote inclusion, and support long-term economic stability.
The VASP Bill establishes a stable regulatory framework designed to encourage innovation while safeguarding public interest. It introduces Cedi-denominated digital instruments under Ghanaian supervision, integrating them with the banking system, and includes sandbox licenses to test new ideas in controlled environments.
Dr. Bandim emphasized that legislation alone is not enough. Success depends on coherent policy, effective implementation, and collaboration between regulators and industry. He highlighted the shared oversight between the Bank of Ghana and the Securities and Exchange Commission, stressing that regulation must operate in harmony with data protection, consumer rights, and digital trust frameworks.
“If implemented effectively, Ghana will not just adopt global digital finance models—it will help shape them for Africa and beyond,” Dr. Bandim said, expressing optimism that the dialogue would contribute to a practical roadmap for a trusted and inclusive digital financial ecosystem.
The event brought together regulators, fintech innovators, industry leaders, and policymakers to discuss the future of digital finance in Ghana.
