Ghana’s Ministry of Energy and Green Transition has completed a draft bill for onward submission to Parliament for consideration and passage into law, for the establishment an Owner-Operator Company to spearhead the country’s nuclear power programme, according to a parliamentary report adopted on Tuesday, December 9, 2025.
The report of the Select Committee on Energy, covering the Ministry’s 2026 budget estimates, highlights major milestones achieved in 2025 toward Ghana’s nuclear development agenda.
Notably, the Ministry installed a NuScale Power Simulator (E2 Centre) to enhance training and capacity building for the emerging nuclear workforce. It also carried out nationwide community and stakeholder sensitisation to strengthen public engagement and support for the programme.
Looking ahead to 2026, the Ministry plans to engage NuScale Power LLC and Regnum Technology Group (RTG) on the construction of the NuScale VOYGR-12 Small Modular Reactor (SMR) Nuclear Power Plant and the development of industrial enclaves to serve as power off-takers.
The report further indicates that the Ministry will operationalise the framework agreement between Nuclear Power Ghana (NPG) and China National Nuclear Corporation Overseas Ltd (CNOS) for the construction of an HPR1000 large-reactor nuclear power plant under a Build-Own-Operate-Transfer (BOOT) model.
Government is also expected to begin discussions with the Ghana Integrated Aluminum Development Corporation (GIADEC) and Madison Alumina to explore nuclear energy solutions for industrial use.
Parliament adopted the committee’s report and approved a total allocation of GHS 3,938,542,545 for the Ministry’s activities for the 2026 fiscal year, pending final appropriation.
