Ghana Reviews Renewable Energy Masterplan to Drive Inclusive Green Transition

Ghana has begun updating its Renewable Energy Masterplan (REMP), first launched in 2019, to reflect new priorities, technologies, and challenges in the country’s transition to sustainable energy.
The process, led by the Ministry of Energy and Green Transition (MoEnGT) in collaboration with the Ministry of Environment, Science and Technology (MEST) and supported by the United Nations Development Programme (UNDP) under its Climate Promise – Pledge to Impact initiative, aims to ensure the country’s energy shift is timely, gender-responsive, and inclusive.
A National Taskforce was inaugurated in July 2025 to oversee the review. Chaired by the MoEnGT, the team includes experts from MEST, the Ministry of Finance, Ministry of Gender, Children and Social Protection, Environmental Protection Authority, Energy Commission, Association of Ghana Solar Industry, and the Renewable Energy Association of Ghana.
After an initial review meeting in early September, the Taskforce held a second session in Koforidua from September 11–13, to assess progress and refine strategies. Its mandate is to provide technical and policy guidance, promote inclusive planning, and strengthen stakeholder engagement as Ghana advances its green economy agenda.
Ing. Seth Mahu, Director for Renewable Energy and Green Transition at MoEnGT and Chair of the Taskforce, said regular reviews were necessary to keep the plan relevant.
“Everything around the plan is dynamic; nothing is static. The economy is growing, and energy demand is rising. There is a shift in global energy architecture, and we think it is important to review the plan to reflect what is happening globally,” he said.
Mahu added that the review will take stock of progress since 2019, assess consistency in implementation, and adjust targets where necessary. He also acknowledged UNDP’s support, noting that the agency was instrumental in the development of the initial Masterplan.
Dr. Abdul-Razak Saeed, Head of Environment and Climate at UNDP Ghana, underscored the strategic importance of the update, saying it aligns with Ghana’s preparation of its third-generation Nationally Determined Contributions (NDCs).
“This update presents a critical opportunity for the REMP to integrate concrete actions that contribute to national emission reduction targets, particularly within the energy sector. By doing so, it ensures that Ghana’s energy transition is not only ambitious but also aligned with its climate commitments and inclusive development goals,” he said.
The Taskforce is currently reviewing national, regional, continental, and global policy frameworks to align the revised plan with broader energy and climate goals. Civil society groups, academia, financial institutions, utility providers, and other stakeholders will also be consulted before the final plan is submitted to the Minister of Energy and Green Transition for cabinet approval.
Once completed, the updated Renewable Energy Masterplan will serve as Ghana’s blueprint for a clean, inclusive, and sustainable energy future.
