Minority NPP Urges Attorney General to Reverse Decision Not to Prosecute Dr. Kwabena Duffuor

The Minority New Patriotic Party (NPP) in Ghana’s Parliament is calling on the Attorney General and Minister for Justice, Dr Dominic Akuritinga Ayene, to immediately reconsider his decision not to prosecute former Finance Minister and businessman Dr. Kwabena Duffuor in relation to the collapse of uniBank Ghana Limited.

Addressing a press conference in Parliament House on Monday, July 28, 2025, Chairman of the Subsidiary Legislation Committee and Member of Parliament for Asante Akim Central, Kwame Anyimadu-Antwi expressed deep concern over what he described as a selective application of justice by the handling of financial crimes.

According to him, the Attorney General’s decision to discontinue legal proceedings against Dr. Duffuor raises serious questions about accountability and the independence of the justice system.

“The decision not to prosecute Dr. Kwabena Duffuor flies in the face of public interest and undermines efforts to ensure justice for the thousands of depositors and staff affected by the collapse of uniBank,” he said.

Dr. Duffuor, a former Finance Minister and key figure in Ghana’s financial sector, was the founder of UniBank, which was placed into receivership by the Bank of Ghana in 2018 as part of a broader banking sector cleanup.

The central bank cited serious regulatory breaches, mismanagement, and insolvency as reasons for the bank’s collapse.

The Attorney General recently dropped criminal charges against Dr. Duffuor, citing lack of sufficient evidence.

The Minority, however, argues that there is ample evidence in the public domain and within the Bank of Ghana’s own reports to warrant a full trial and warned that allowing powerful individuals to escape accountability would set a dangerous precedent.

“We demand that the Attorney General reverses this decision in the interest of justice, fairness, and the rule of law,” ,the minority stated.

The NPP caucus indicated that: “Ghanaians deserve to see justice served equally, no matter one’s social status or political connections.”
