GIPC Outdoors Investment Mapping Project to decentralise FDI flows

The Ghana Investment Promotion Centre (GIPC) has officially launched the Investment Opportunities Mapping Project (IOMP), a groundbreaking national initiative aimed at identifying and promoting viable investment opportunities across all 261 districts of Ghana.

The project, developed in collaboration with the Ministry of Trade, Agribusiness and Industry (MoTAI) and the Ghana Export Promotion Authority (GEPA), seeks to catalyze inclusive economic development by spotlighting investible prospects at the district level.

When fully implemented, the IOMP is expected to stimulate local and foreign investment, generate employment, and promote equitable economic growth across the country. A major outcome of the initiative will be the launch of a digital platform that provides real-time, accessible data on district-level investment opportunities to investors both locally and internationally.

The IOMP specifically aims to:
• Facilitate new investment projects that drive job creation at the district level;
• Build a comprehensive national investment database covering all 261 districts;
• Equip Ghana’s foreign missions to serve as strategic investment ambassadors;
• Enhance the capacity of regional ministers, local government officials, and traditional authorities to advocate for investment.

Speaking at the launch under the theme “Unlocking Regional Investment Potential in Ghana for Economic Growth and Prosperity,” Chief of Staff Julius Debrah described the initiative as a bold step toward equitable national development.’

“This initiative is not merely about mapping opportunities; it represents a fundamental shift in our approach to development. It aims to ensure that every Ghanaian, regardless of their location, has an equal opportunity to benefit from investment and economic growth,” he added.

GIPC CEO Simon Madjie noted that the IOMP responds to both local and international investor concerns about the lack of reliable investment data.

He emphasized that the project is designed to support both Foreign Direct Investment (FDI) and Local Direct Investment (LDI) by enabling Ghanaian investors to identify profitable opportunities within the country.

“Through this initiative, the government aims to increase Local Direct Investment (LDI) just as much as Foreign Direct Investment (FDI),” he said.

He highlighted several key components of the initiative, including:
• Ghana Diplomatic Investment Drive (GDID) – positioning Ghana’s foreign missions as key players in promoting district-level investment;
• Ghana International Investment Summit – a platform to bring together global investors, policymakers, and local businesses to explore opportunities in key sectors;
• Flagship Investment Projects – including the Volta Economic Corridor, the Legon Pharmaceutical Innovation Park, the Kumasi Machinery and Technology Park, and the Akosombo–Juapong Garments and Textiles Cluster, which will all be clearly profiled and actively promoted.

Mr. Madjie also announced that regional roadshows and stakeholder forums will be held across the country to raise awareness about the IOMP and empower local actors—including traditional authorities and local governments—to attract and manage investment more effectively.

Volta Regional Minister and Dean of Regional Ministers, Mr. James Gunu, welcomed the initiative and pledged his support. He noted that the IOMP aligns with the government’s broader development vision, especially the 24-Hour Economy Project, with the Volta Economic Corridor playing a central role.

He assured the GIPC of his support and participation in the IOMP through the regional roadshows, stating, “We are getting our districts and local groups ready to make sure the investment opportunities within the region are well-prepared and presented in a compelling way”.
