Emmanuel Armah-Kofi Buah Is Ghana’s Natural Resources Minister designate

President John Dramani Mahama has nominated Member of parliament for Ellembele, Emmanuel Armah-Kofi Buah as minister designate for Lands and Natural Resources.

Until his nomination, Mr Armah-Kofi Buah was the Deputy Majority Leader at the inception of the 9th Parliament on January 7, 2025 having served as Deputy Minority in the 8th parliament.

The minister designate is a fifth-term Member of Parliament representing the good people of Ellembele since 2009.

He holds a Master of Science degree in Management from the University of Maryland, USA, a Bachelor of Arts degree in Social Science with a major in Law from Kwame Nkrumah University of Science and Technology (KNUST) – Ghana, and a Graduate Diploma in Law from the University of Law, UK.

In 2009, Hon. Buah was appointed Deputy Minister of Energy, serving until 2012. As a key member of the late President Mills’ Ghana Gas Task Force, he played an instrumental role in the 2010 development of the blueprint for establishing the Ghana National Gas Company. This pivotal initiative transitioned Ghana into the gas era, enhancing energy supply and stabilizing electricity generation.

In March 2013, President John Mahama appointed him Minister for Energy and Petroleum, and he later served as Minister for Petroleum from December 2014 to January 2017. During his tenure, Hon. Buah spearheaded the development of the Sankofa-Gye Nyame and Tweneboa-Enyenra-Ntomme (TEN) oil fields, significantly increasing Ghana’s oil and gas production capacity. He championed key legislation, including the Local Content and Local Participation Regulations (L.I. 2204), Petroleum (Exploration and Production) Act 2016 (Act 919), Petroleum Commission Act 2011 (Act 821), and the Renewable Energy Act.

These regulations established a transparent framework for sustainable energy sector development, maximizing benefits for Ghanaians. Again, he played a pivotal role in securing the ENI Offshore Cape Three Points (OCTP) project, boosting the country’s gas production capacity.

As a dedicated Member of Parliament, Hon. Buah has initiated impactful projects in the Ellembelle Constituency. He established the Ellembelle Elderly Care Centre to support the welfare of the elderly and founded the Ellembelle Food Bank to assist the underprivileged. His “Ellembelle Skill-Up” program has trained over 2,000 unemployed youth, providing them with invaluable skills, tools, and logistical support to enhance their livelihoods.

A committed Nkrumahist, Hon. Buah is deeply inspired by the visionary ideals of Osagyefo Dr. Kwame Nkrumah, Ghana’s first President. He remains an advocate for the principles and values Dr. Kwame Nkrumah championed.
