A private legal practitioner Victoria Emeafa Hardcastle has been appointed the Acting Chief Executive Officer (CEO) of the Petroleum Commission by President John Dramani Mahama.
The appointment, made in accordance with Article 195 (1) of the Constitution and Section 11 (1) of the Petroleum Commission Act, 2011 (Act 821), was announced in a statement issued by the Secretary to the President on Friday, January 17, 2025.
Victoria Emeafa Hardcastle becomes the first female CEO in the twelve (12) year history of the Commission.

Victoria Emeafa Hardcastle is a Barrister at Law and currently a Senior Partner at LithurBrew and Company, a law firm in Accra.
She holds a Bachelor of Arts Honours in Law and Sociology and a distinguished Chevening Scholar with an LLM in Banking & Finance from the London School of Economics.
Emeafa Hardcastle has extensive experience in energy, corporate and commercial law, an indepth knowledge of the regulatory aspects of the oil and gas industry and also has a sound knowledge of legal aspects of investment, banking and finance.
She has been involved in economic development strategies, development assistance and trade relations, working closely with the Government of Ghana, regulatory authorities and other development partners.
Victoria is expected to bring her rich background experience to bear for the effective regulation and cordination of activities in Ghana’s upstream petrolem sector as the country exploits its hydrocarbon reserves in a sustainable manner for the benefit of current and future generations.
About the Petroleum Commission
The Petroleum Commission was fully established by Act 821, 2011 in 2013 following the discovery of hydrocarbon in commercial quantities to regulate and manage the utilization of petroleum resources, and coordinate policies in the upstream petroleum sector.
Mr Theophilus Ahwireng, a former Geophysics Manager at GNPC served as the first CEO between 2013 and 2017 whiles Mr Egbert Fabile, a legal practitioner also served as CEO between 2017 and 2025.
